Open Government and Better Regulation Converging: an Analysis of the EU Commission Participatory Platform

Abstract

This paper aims to link the concepts of Open Government and Better Regulation, firstly through a literature review and a discussion of the theoretical background of both ideas, and then focusing on an actual case study (the European Commission), exemplifying the convergence and the consistency of both the concepts in practice.
In particular the chosen case is the participatory platform shaped by the European Commission in the framework of the Better Regulation package promoted by Juncker’s Commission, in line with the previous open government measures already implemented, such as the Transparency Register and the system of open consultations of citizens and stakeholders.
In the single case study, we make use of official data sets and information provided by the platform itself, corroborated by qualitative interviews to key players and experts.
