Nipped in the Bud: How the European Union’s “Political Commission” Quashed Good Policy Initiatives

Abstract

Examining two different policy initiatives, obesity reduction and the regulation of digital platforms, this study shows how two issues that were salient in 2014 have stalled during the term of the Juncker Commission. The study finds that the Commission’s decision to pursue fewer initiatives, and to reorganize the Commission’s workflow, left advocates of these issues with no channel to advance their proposals. The findings show that the Commission was successful in its goal to “do less and do it smarter,” but at the expense of being broadly engaged in policy initatives.
