Abstract

Democratic innovation in the field of Online and offline participation are primarily implemented at the local level, which can be regarded as a laboratory for democratic innovation. These instruments were broadly accepted by citizen as well as politicians. The paper compares results from broad representative national surveys in 2013 and 2019 in Germany analyzing the attitudes of citizen. Citizen as well as elected politicians and the administration are generally quite open regarding these new online participatory instruments. Mini- publics (citizen juries, citizen assemblies) based on sortition and random selection of the participants as well as local Online participation were regarded less attractive in 2013? What are the reasons for this negative evaluation? Did these attitudes change in 2019.
