Calls for increased transparency, new technologies, austerity and creative compliance provide a challenging context for contemporary budgetary politics. There is a demand for increasing particiation and control over expenditures by society at large, which is coupled with pressures for less spending due to austerity, fiscal rules and tax-resistance. This panel is therefore interested in comparative papers on how states (at different levels) have addressed these challenges.
